Enable Education Systems to Equip Children with Foundational Skills
Government systems are key to ensuring large numbers of children acquire foundational skills, not just now but in perpetuity. We enable the governments and their partners to effectively deliver, grow and improve the delivery of foundational skill programming.
We do so through the following areas of support:
Create Awareness & Build Understanding
- Share evidence with interested stakeholders
- Set up learning journeys for governments to have an opportunity to see TaRL in action.
- Advocate for TaRL’s integration into government systems
Develop Context-Specific Processes & Practices
- Co-design ways of effectively delivering foundational literacy and numeracy (FLN) approaches that can be adopted easily and sustained by governments effectively drawing both local knowledge and global evidence. For example, we design how TaRL will be delivered at the school level; how data will be collected, entered, analyzed, and used for action; and how training and mentoring models will enable scale.
- Reflect and review how these practices are performing regularly. We establish learning plans and identify reflection opportunities with our partners to ensure that the processes and practices are adapted as we learn more about how they are performing.
Develop FLN Pedagogical Skills & Materials
- Co-design teaching-learning materials and assessment tools based on the language of instruction, the needs of children, and teacher capacity, while also encompassing global TaRL best practices. These materials are designed to be scaled and sustained from the outset.
- Equip a pool of educators with TaRL technical knowledge and practical experience to train and support others to deliver TaRL. These leaders of practice are developed through a well-supported “learning by doing” approach. Identified government officials and Master Trainers are trained and conduct their own classes for 15 days. During this time, they gain hands-on experience in delivering TaRL in the classroom and experience the progress of children’s improved learning outcomes.
- Improve data use by building skills of all levels of government to engage and act on data.
Provide Strategic Management & Scale-Up Support
- Facilitate strategic decision-making by developing governance structures that ensure coordination and empower governments to act. Learning outcomes are placed at the centre of all decisions, connecting officials at each level of the government to children’s learning needs and progress.
- We provide strategic planning and management support as governments pilot and scale the approach. We work with governments to course-correct and adapt as necessary throughout this process through iterative programme implementation reviews and learning while building their skills to do the same in the future.
