Teaching at the Right Level (TaRL) Africa is proud to be featured in the Stanford Social Innovation Review (SSIR). The article, authored by our Deputy Executive Director, Ashleigh Morrell, explores a central question in education reform: How can effective learning interventions scale sustainably across borders?

Titled “Scaling Across Borders by Cocreating With Government,” the piece highlights TaRL Africa’s experience working alongside governments to strengthen foundational learning systems across sub-Saharan Africa.

Although access to schooling has increased significantly across the continent, millions of children still complete early primary grades without mastering basic reading or numeracy skills. The article outlines how TaRL offers a practical, evidence-based response:

  • Assessing what children can do now
  • Grouping learners by level, and
  • Providing targeted instruction aligned to their needs.

By embedding this approach directly within government systems rather than running short-term projects, countries are beginning to deliver foundational learning at scale.

➡️ 7 million+ children have participated in TaRL programming to date.
➡️ Governments in Côte d’Ivoire, Nigeria, and Zambia are integrating TaRL into national strategies.
➡️ A shift is underway from donor-driven initiatives toward locally led, sustainable models developed collaboratively with Ministries of Education and key partners.

This recognition underscores the collective efforts of our government partners, educators, implementers, and supporters. Together, we are strengthening foundational learning and ensuring that every child has a chance to thrive.
